RISS is a public policy research, non-profit institution that was established in 1992 by the Decree of the Russian President. The new entity was dedicated to conducting multidisciplinary research and analysis, furthering and promoting scientific information, as well as was established to serve an educational purposes for the public welfare and security of Russia.
